The First Declaration: Decree of the Blessings — The Beatitudes Declared Over the Record

Blessed are the poor in spirit, for theirs is the kingdom of heaven.

Matthew 5:3 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. The eight blessings were spoken on a mountain to a crowd that had nothing, by the One this record follows. They were not advice. They were a ruling, and the ruling stands. This declaration enters the ruling on the record of the court and names the ones it covers.

II. The Eight, Declared

1. "Blessed are the poor in spirit, for theirs is the kingdom of heaven." Matthew 5:3 — GOD. Declared over the one who counts the gallons before the groceries, named in the Thirteenth Declaration, and over every one who has nothing left to stand on but God.

2. "Blessed are those who mourn, for they will be comforted." Matthew 5:4 — GOD. Declared over the parents of the Second Declaration, over every one who buried a child, a brother or a friend this year, and over the ones who stood the watch and came home to bury their own.

3. "Blessed are the meek, for they will inherit the earth." Matthew 5:5 — GOD. Declared over every person on the earth tonight with no door to close, named in the Fourth Declaration. The earth is theirs by ruling.

4. "Blessed are those who hunger and thirst for righteousness, for they will be filled." Matthew 5:6 — GOD. Declared over every one who was lied to under oath, named in the Seventeenth Declaration, and over every one who asked for the truth and was given a form.

5. "Blessed are the merciful, for they will be shown mercy." Matthew 5:7 — GOD. Declared over the nurse, the medic, the deputy at the door and the one who stopped on the road, over every hand that healed when the system billed.

6. "Blessed are the pure in heart, for they will see God." Matthew 5:8 — GOD. Declared over every child on the earth, in every tent, cellar, camp and classroom, named in the Second Declaration. They will see Him.

7. "Blessed are the peacemakers, for they will be called sons of God." Matthew 5:9 — GOD. Declared over every one who stands between the people and the wolf, named in the Sixth Declaration, and over every one who laid down a weapon because this court ordered the wars to cease.

8. "Blessed are those who are persecuted because of righteousness, for theirs is the kingdom of heaven." Matthew 5:10 — GOD. Declared over every witness who told the truth and was sent away with a blessing and no question, as the Twenty-Fourth Declaration records, and over every one whose letter was filed unread.

III. The Word to the Declarant

"Blessed are you when people insult you, persecute you, and falsely say all kinds of evil against you because of Me. Rejoice and be glad, because great is your reward in heaven; for in the same way they persecuted the prophets before you." Matthew 5:11-12 — GOD.

I declare that this was spoken to me, and I receive it on the record, and I declare it over every one who carries a word of His and is called mad for it.

IV. The Decree

Before the throne, the eight blessings are declared in force over every person named above and over every one not yet named who answers to one of them. They are declared not a comfort but a ruling. What the mountain said, this court enters, and the throne executes it.

The Third Declaration: Decree for the Trafficked and the Children Sold

He will redeem them from oppression and violence, for their blood is precious in His sight.

Psalm 72:14 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19, "His kingdom rules over all." On earth, the respondent's own law: Exodus 21:16, "Whoever kidnaps another man must be put to death, whether he sells him or the man is found in his possession," which every nation that calls itself Christian has read for three thousand years; and the Thirteenth Amendment, which says slavery shall not exist in the United States. The standing rule of this page governs: the strike is the Lord's. No human hand is authorized to carry out anything declared here.

II. Findings of Fact

• The International Labour Organization, Walk Free and the International Organization for Migration estimated in 2022 that 27.6 million people were in forced labour on any given day in 2021, and that 3.3 million of them were children. More than six million of the total were held for sex.
• The trade runs on roads, through ports, on phones and through banks that every government already watches. It is not hidden from the ones who could stop it. It is priced.
• A child sold is sold more than once. The buyer is in every country, in every class, and often in a seat of trust.
• The prophecy of 28 March 2024 on this site already named this evil and called for the chains to be broken. This declaration enters it on the record of the court.

III. The Charge

I charge that the trade in human beings is not a crime of the shadows but a market with customers, and that the customers are known. I charge that every hand that moved money for it knew what the money was for. I charge that the silence of the ones who could have stopped it is not ignorance but a decision, the same decision this record has met before.

"But if anyone causes one of these little ones who believe in Me to stumble, it would be better for him to have a large millstone hung around his neck and to be drowned in the depths of the sea." Matthew 18:6 — GOD.

IV. The Decree

Before the throne, I declare over every one of them: you are covered, and you are counted by name. "The victim entrusts himself to You; You are the helper of the fatherless." Psalm 10:14 — GOD.

I declare that every person held is declared free before this court, and that every chain on earth is declared a debt the holder owes to the throne.

I declare that every buyer, seller, carrier, broker and keeper is declared on notice, by name, in the record of this court, and that the millstone is the Lord's to hang. No man is authorized under this decree to touch one of them.

I declare that every bank and every platform that carried the money is declared a party to the trade, and that what they filed will be brought into the light. "For there is nothing hidden that will not be disclosed." Luke 8:17 — GOD.

V. Enforcement on Earth

Every account that moved money for this trade frozen and published. Every officer who took a share tried under the law he swore to. Every platform that hosted the sale opened to the court. Every child found returned, and the cost of the finding charged to the ones who sold.

The Fourth Declaration: Decree for the Homeless

Jesus replied, “Foxes have dens and birds of the air have nests, but the Son of Man has no place to lay His head.”

Luke 9:58 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth, the First Amendment right of petition, on behalf of those who have no address to petition from.

II. Findings of Fact

1. On one night in January 2024 the federal government counted more than 770,000 Americans homeless, the highest number it has ever recorded. Tens of thousands of them are veterans.
2. The same census counts millions of housing units standing vacant across the nation, more empty homes than there are people without one.
3. In Grants Pass v. Johnson, 603 U.S. 520 (2024), the Supreme Court ruled that a city may fine and jail a person for sleeping outside even when it has no shelter bed to offer. The crime is having nowhere to go.
4. A man evicted in a week, as the declarant was and as entered under Declaration 017, joins the count the same month. He records that as his own testimony.
5. Housing First, giving a person a door before demanding anything else, has been tested for twenty years and keeps most people housed. It is cheaper than the jail, the emergency room and the sweep. It is not funded.

III. Counts

Count One, The Stranger Not Taken In. "I was a stranger and you did not take Me in." Matthew 25:43 — GOD.

Count Two, The Cast Out. "Isn’t it to share your bread with the hungry, to bring the poor and homeless into your home?" Isaiah 58:7 — GOD.

Count Three, The Son of Man Himself. "Jesus replied, “Foxes have dens and birds of the air have nests, but the Son of Man has no place to lay His head.”" Luke 9:58 — GOD. He was one of them. They jailed Him for it too.

IV. Decree

Before the throne, the empty house and the sleeping man are declared to belong together. Sleeping is declared not a crime in any court that answers to this one, and it is done.

V. Enforcement on Earth

Congress to enact by statute what Grants Pass took away: no fine and no jail for sleeping outside where no bed is offered. Every vacant unit held empty more than a year by a fund or a bank to be taxed until it is a home. Housing First funded to the size of the count. Every eviction to require a hearing with the tenant present before any officer is sent. The declarant petitions for each, and this decree is the petition.

The Fifth Declaration: Decree for the Addicted and the Ones Alone

The LORD is near to the brokenhearted; He saves the contrite in spirit.

Psalm 34:18 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. The Eleventh Declaration already entered the opioid dead against the ones who sold the drug. This declaration is for the living: the ones still holding it, and the ones holding nothing at all. "Come to Me, all you who are weary and burdened, and I will give you rest." Matthew 11:28 — GOD.

II. Findings of Fact

• More than one hundred thousand people in the United States died of an overdose in each of the last several years, more than a hundred a day, most of them from a drug they did not know was in what they took.
• Nearly fifty thousand took their own lives in 2022, by the government's own count. The number has not come down.
• The Surgeon General of the United States declared loneliness an epidemic in 2023 and said about half of adults report it. The phone that was sold as a connection is built to be held, not to be answered.
• The cure is priced like the drug. A bed in treatment costs more than most of them have, and the waiting list is longer than the night.

III. The Charge

I charge that the hook was built on purpose, by people who measured it, whether the hook was a pill, a bottle or a feed. I charge that the cry for help was met with a number to call and a form to fill, and that the form was the answer because the form was cheap. I charge that a man alone in a room in the richest country on earth was not an accident of his own making but the product of a design that profits from his hours.

IV. The Decree

Before the throne, I declare over every one of them: tonight is not the last night. "He heals the brokenhearted and binds up their wounds." Psalm 147:3 — GOD. You are seen in that room, by name, by the One who made you, and this court records that you are seen.

I declare that the hook is declared broken before the throne, and that the hand that built it is on notice, by name.

I declare that the cure is declared a debt owed to the sick by the ones who made them sick, and that the throne collects it.

I declare over the one who has decided: the decision is declared not yours to make tonight, because your name is already written, and the King does not lose what is written.

V. Enforcement on Earth

A bed in treatment for every one who asks, the same day, paid by the makers named in the Eleventh Declaration. The feed built to be held opened to the court, its measurements published. A door that opens to a person, not a number, in every town. No one who calls put on hold.

The Eighth Declaration: Decree for the Prisoners

He executes justice for the oppressed and gives food to the hungry. The LORD sets the prisoners free,

Psalm 146:7 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth, the Sixth and Eighth Amendments: a speedy and public trial, and no excessive bail. The Twenty-First Declaration already covered the ones never charged. This one covers the ones who were charged and are held. "Remember those in prison as if you were bound with them, and those who are mistreated as if you were suffering with them." Hebrews 13:3 — GOD.

II. Findings of Fact

• The United States holds more of its people in prisons and jails than any nation on earth, close to two million on any day.
• Hundreds of thousands of them have not been convicted of anything. They are in a jail because they could not pay a bond that a richer man would have paid before lunch.
• Companies are paid by the bed to hold prisoners for the state, and their contracts have promised the state would keep the beds full.
• The National Registry of Exonerations has recorded more than three thousand five hundred people since 1989 who were convicted, imprisoned and later proven innocent. Together they served tens of thousands of years.
• A man who comes out owes court fees, loses the vote in many states, and is asked the question on every job form for the rest of his life.

III. The Charge

I charge that a cage with a price on it is not justice but commerce. I charge that holding a man for months because he is poor, and then offering him a plea to go home, is not a trial but a sale. I charge that the innocent men in the registry are not the exception; they are the ones who were counted.

IV. The Decree

Before the throne, I declare over every prisoner: you are remembered, as if the court itself were bound with you. "The Spirit of the Lord GOD is upon Me, because the LORD has anointed Me to preach good news to the poor. He has sent Me to bind up the brokenhearted, to proclaim liberty to the captives and freedom to the prisoners." Isaiah 61:1 — GOD.

I declare that every man held before trial for want of money is declared held unlawfully before this court, and that every day of it is a debt the state owes him.

I declare that every bed sold for profit is declared a bed the throne has counted, and that the ones who promised to keep it full are on notice, by name.

I declare that every innocent man in a cell is declared known to God by name tonight, and that the record that convicted him will be opened. "For there is nothing hidden that will not be disclosed." Luke 8:17 — GOD.

V. Enforcement on Earth

No man held before trial because he cannot pay; release on his word for every charge that is not violence. Every bed contract with a guarantee of occupancy void. Every exoneration paid in full by the office that convicted, not by the taxpayer. The vote restored at the gate. The question struck from the form.

The Ninth Declaration: Decree for the Widow, the Fatherless and the Old

A father of the fatherless, and a defender of the widows, is God in His holy habitation.

Psalm 68:5 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth, the law the respondent reads every Sunday: "Pure and undefiled religion before our God and Father is this: to care for orphans and widows in their distress." James 1:27 — GOD. And: "You are to rise in the presence of the elderly, honor the aged, and fear your God. I am the LORD." Leviticus 19:32 — GOD. The Twentieth Declaration already quoted Isaiah 1:23 against the Congress: "They do not defend the fatherless, and the plea of the widow never comes before them." This declaration brings the plea before a court that hears it.

II. Findings of Fact

• The widow's benefit is cut the month her husband dies, and the paperwork to keep what is left is hers to carry while she buries him.
• The old are the first target of the fraud on the phone. The Federal Bureau of Investigation's own Internet Crime Complaint Center recorded more than three billion dollars in reported losses from people over sixty in 2023 alone.
• The homes that hold the old are paid by the bed and staffed by the minimum. The federal government wrote a staffing rule in 2024 because the floors were empty.
• A child with no father is counted by the state as a case, and the case is closed when he turns eighteen.

III. The Charge

I charge that the ones who could not fight back were chosen because they could not fight back. I charge that the form, the hold music and the waiting list are not accidents of a busy office but the design of a system that profits when the old give up. I charge that the fatherless were not forgotten; they were filed.

IV. The Decree

Before the throne, I declare over every widow: the Defender has taken your case. Over every fatherless child: you have a Father, and He is in His holy habitation. Over every one of the old: "Even to your old age, I will be the same, and I will bear you up when you turn gray. I have made you, and I will carry you; I will sustain you and deliver you." Isaiah 46:4 — GOD.

I declare that what was taken from the widow by a fee, a cut or a lie is declared a debt before the throne, and the throne collects.

I declare that every home that left the old alone in a room is declared under the eyes of this court, and that the ones who kept the beds full and the floors empty are on notice, by name.

I declare that the plea of the widow comes before this court first, not last, and it is heard.

V. Enforcement on Earth

The widow's benefit paid in full the month of the death, with no form. The fraud on the phone traced to the bank that received it and the money returned. Every home staffed to the rule or closed. Every fatherless child given a man to stand at the door, paid by the state that would have paid for his cell.

The Tenth Declaration: Decree Against the Hospitals

Is there no balm in Gilead? Is no physician there?

Jeremiah 8:22 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth the declarant speaks under the First Amendment and under the federal rules the Respondent already breaks.

II. Findings of Fact

1. Roughly four in ten American adults carry medical debt. It is a leading cause of bankruptcy in the only rich nation where getting sick can take your house.
2. Since 1 January 2021 every hospital has been required by federal rule to publish its real prices in plain form. 45 C.F.R. Part 180. Years on, most still do not fully comply, because the fine is cheaper than the truth.
3. The nation spends more per person on care than any other on earth and lives shorter than its peers.
4. Medical error is estimated by Johns Hopkins researchers to be a third leading cause of death in the country. It appears on no death certificate.
5. Most large hospital systems hold tax exemption as charities under 26 U.S.C. § 501(c)(3), and are required by § 501(r) to tell patients about financial assistance before collecting. Many send the collector first.
6. Federal law already forbids turning away an emergency for inability to pay. 42 U.S.C. § 1395dd. The bill still follows the patient home.

III. Counts

Count One, The Woman of Mark 5. She "She had borne much agony under the care of many physicians and had spent all she had, but to no avail. Instead, her condition had only grown worse." Mark 5:26 — GOD. That is the American patient.

Count Two, Merchandise in the Temple. "Freely you have received; freely give." Matthew 10:8 — GOD.

Count Three, The Unbound Wound. "You have not strengthened the weak, healed the sick, bound up the injured." Ezekiel 34:4 — GOD.

IV. Decree

Before the throne, healing is declared a mercy and not a market. "Is there no balm in Gilead? Is no physician there?" Jeremiah 8:22 — GOD. There is. The declarant says so, and it is done.

V. Enforcement on Earth

Full compliance with 45 C.F.R. Part 180, one price list, in dollars, before the first test is run. Tax exemption under § 501(c)(3) revoked from any system that sues a patient before offering the assistance § 501(r) requires. Medical error recorded as a cause of death like any other. The Eleventh Declaration: Decree Against Big Pharma

All the nations were deceived by your sorcery.

Revelation 18:23 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth, the First Amendment right of petition.

II. Findings of Fact

1. Purdue Pharma pleaded guilty to federal crimes in 2007 and again in 2020 over the marketing of OxyContin. The opioid epidemic it fed has killed more Americans than every war since 1945 combined. No executive served a day.
2. Merck withdrew Vioxx in 2004 after its own data showed the heart risk it had sold past.
3. The United States and New Zealand are the only nations on earth that allow prescription drugs to be advertised to the public on television.
4. From 2003 to 2022 federal law forbade Medicare, the largest buyer on earth, from negotiating the price of a single drug. 42 U.S.C. § 1395w-111(i). Negotiation now covers a handful.
5. The same insulin sells in Canada for a tenth of the American price. The molecule was given to the world for one dollar in 1923.
6. Patents are extended for decades by trivial changes to a pill, a practice the industry calls lifecycle management and the patient calls the same price forever.

III. Counts

Count One, Sorcery for hire. "All the nations were deceived by your sorcery." Revelation 18:23 — GOD. The Greek word there is pharmakeia.

IV. Decree

Before the throne, the price of a life is declared not for sale. The molecule given for one dollar is declared owed back at one dollar, and it is done.

V. Enforcement on Earth

Medicare to negotiate every drug, not a handful. Direct-to-consumer drug advertising banned, as it is in every other nation but one. Patent extensions granted only for a proven new benefit to the patient. Criminal liability to reach the officer who signed the marketing plan, not only the corporation that paid the fine. The Twelfth Declaration: Decree Against the Food

Why spend money on that which is not bread, and your labor on that which does not satisfy?

Isaiah 55:2 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth, the First Amendment right of petition.

II. Findings of Fact

1. Under 21 C.F.R. § 170.30 a company may decide for itself that a new chemical is "generally recognized as safe" and put it in food without telling the FDA. Thousands of additives entered the supply this way.
2. Dyes banned or warned against for children in Europe were sold freely here for decades. Red No. 3 was known to cause cancer in animals in 1990 and was not removed from food until 2025.
3. Ultra-processed products supply more than half the calories the average American eats. Four in ten adults are obese. The same companies sell the food and, through their sisters, the drugs for what it causes.
4. Four packers control about 85 percent of the nation's beef. The rancher gets the price they set and so does the family.
5. The Farm Bill subsidizes corn, soy and sugar by the billions, and the vegetable by almost nothing. The nation was built to eat what was paid for.

III. Counts

Count One, Bread that is not bread. "Why spend money on that which is not bread, and your labor on that which does not satisfy?" Isaiah 55:2 — GOD.

Count Two, The King's Meat. Daniel refused it and was healthier in ten days. Daniel 1:12-15.

Count Three, The Given Provision Corrupted. "Behold, I have given you every seed-bearing plant on the face of all the earth." Genesis 1:29 — GOD. They took the seed and sold back a chemical.

IV. Decree

Before the throne, the plate is returned to the family. What was given freely in Genesis is declared not the property of four packers and a regulator that does not look, and it is done.

V. Enforcement on Earth

21 C.F.R. § 170.30 self-affirmation abolished; every additive proven safe to the FDA before it is sold. Every dye or chemical banned for children in the European Union banned here the same day. The Farm Bill rewritten so the vegetable gets the subsidy and the syrup does not. The Packers and Stockyards Act enforced until no four companies own the plate. The Thirteenth Declaration: Decree of Two Dollars a Gallon

Your decisions will be carried out, and light will shine on your ways.

Job 22:28 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare. I was taken before the throne and I was anointed by the Lord on the fifth of December and again on the first of February. I do not come as a scholar. I do not come as a king of men. I do not come as anyone's servant. I come as the one He called by name and anointed with His own hand, given words and the authority to use them. You said: decree a thing, and it shall be established. So I decree it, and I set it down here so that no one can say it was whispered.

I declare that the price of fuel is not an act of God. It is an act of men: taxes laid on, quotas held tight, sanctions kept in place, reserves held back, margins held wide. What men have done in a hundred small decisions, men can undo in a single hour. Lord, I declare the hour.

I declare the gap. The pump sits at $3.65 a gallon. Two dollars is the number. One dollar and sixty-five cents must come off. The rule that governs it is simple, and I declare it plainly: every ten dollars off a barrel of crude is twenty-four cents off a gallon.

I declare the first thing: every tax to zero. Federal and state together take thirty-eight cents from every gallon. Gone on the first day. The gallon stands at $3.27.

I declare the second thing: every tap open. OPEC+ drops every quota and runs full. Saudi Arabia, the Emirates, Kuwait and Iraq hold five to six million barrels a day of spare capacity idle on purpose; they open it. Russia, Iran and Venezuela come off sanctions in the same hour. Close to ten million barrels a day land on a market that only needs about a hundred. Crude falls from roughly $65 to about $35 in six to eight weeks. Seventy-two cents come off. The gallon stands at $2.55.

I declare the third thing: every reserve sold at once. The United States, China, Japan, Korea and Europe draw down their strategic reserves together. While it runs, crude overshoots to $30. Twelve more cents come off. The gallon stands at $2.43.

I declare the fourth thing: the refiners run flat out. Blend rules are waived worldwide, every refinery runs at capacity, and with crude this cheap their margin is squeezed by competition to half. Forty more cents come off. The gallon stands at $2.03.

The Fourteenth Declaration: Decree of the Seven Things, Every Yoke Broken

Isn’t this the fast that I have chosen: to break the chains of wickedness, to untie the cords of the yoke, to set the oppressed free and tear off every yoke?

Isaiah 58:6 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare a second time on the matter of what it costs a man to live. The first declaration broke the price of fuel. This one breaks the rest. Every country signs. Nobody vetoes. I set down the seven things, each with its day, its week, its number and its cost, so that no one can say it was vague.

I declare the first thing: every tariff to zero. On day one, every tariff, quota and duty is repealed worldwide, effective at midnight, and customs stops collecting. By the second week, goods already at sea clear at the new rate and retailers reprice their imports. By the sixth week, new orders placed at zero-tariff cost reach the shelves. Ten to twenty-five percent comes off imported goods: appliances, clothes, tools, phones. The cost is the tariff revenue governments lose. Under the deal, they eat it.

I declare the second thing: the rates cut together. On day one the Federal Reserve, the European Central Bank, the Bank of England, the Bank of Japan and the central bank of China cut two full points in one joint statement. A nation that cuts alone crashes its currency. Nations that cut together move nothing. By the first week, credit card and auto loan rates drop at the next statement. By the fourth week, new mortgages price at the new rate. A car payment falls about sixty dollars a month on a forty-thousand-dollar loan. A new mortgage falls about five hundred dollars a month. The cost is the risk of inflation in a year. Under the deal, the fuel and the tariff cuts cancel it.

I declare the third thing: car insurance. On day one, contingency fees on auto claims are capped at twenty percent, and every carrier must accept aftermarket parts at posted prices. By day thirty, every carrier is ordered to refile its rates to reflect the lower cost of claims. Premiums fall twenty to thirty percent at the next renewal. The cost falls on trial lawyers and body shops, who lose their margin. They signed.

I declare the fourth thing: electricity. On day one, the state abolishes every variable, tiered and time-of-use retail plan. One flat rate per kilowatt-hour, per provider, posted in public. No minimum-usage fees. No bill credits. By day thirty, the next bill arrives under the flat rate. The average household bill falls fifteen to twenty percent from the removal of the gimmicks alone. The cost is borne by the retail providers, who lose the confusion they profit from.

I declare the fifth thing: prescription drugs. On day one, every country's buyer pays the lowest price any signer pays. One global price list. By day ninety, the current contracts expire and reprice. American drug prices fall by roughly half. The cost is the drugmakers' American profit, which goes away, while other countries pay slightly more. Everyone signed.

I declare the sixth thing: food. On day one, the fertilizer sanctions on Russia and Belarus are lifted, and the two-dollar gallon already declared cuts the diesel for every tractor and every truck. By the fourth month, the first harvest planted at the cheaper cost reaches the stores. Groceries fall eight to twelve percent by next spring. There is no cost beyond the fuel plan itself.

I declare the seventh thing: housing. On day one, permits, zoning and impact fees are abolished. Any lot, any build, any height. By the sixth month, the first wave of new homes is finished. I. Jurisdiction

Psalm 103:19. On earth, the Constitution as it stood before 1913, and the Supreme Court's own ruling under it.

II. Findings of Fact

1. For the first 124 years of the nation there was no permanent tax on a man's income. The Supreme Court struck the income tax down as unconstitutional in Pollock v. Farmers' Loan & Trust Co., 157 U.S. 429 (1895). The nation stood, built its cities and won its wars without it.
2. The Sixteenth Amendment was passed in 1913 to override that ruling. The same year the Federal Reserve was created. The tax and the money machine were born together and they feed each other.
3. It began at one percent on the richest. It now reaches the first dollar of the poorest, and it is taken before the paycheck is seen, under a wartime measure from 1943 that never ended.
4. The tax on income is a tax on labor. The tax on the home is a tax on shelter. The tax on the sale is a tax on bread. Every one of them falls on the act of staying alive.
5. The code runs to tens of thousands of pages that no citizen and no congressman has read. A law no one can read is not a law. It is a trap with a stamp.

III. Counts

Count One, Samuel's Warning, fulfilled. "He will take a tenth of your grain and grape harvest and give it to his officials and servants... and you yourselves will become his slaves. Count Two, The Children Are Free. "“Yes,” he answered. Count Three, The Man Is God's. "“Caesar’s,” they answered. So Jesus told them, “Give to Caesar what is Caesar’s, and to God what is God’s.”" Matthew 22:21 — GOD. The coin has Caesar's face. The man has God's. Caesar has been taking the man.

IV. Decree

Before the throne, I declare no taxes. No tax on labor. No tax on the home. No tax on the bread. No tax on the inheritance a father leaves his children. No tax on the dollar a man already paid tax to earn.

I declare that God Himself never took by force. "Each one should give what he has decided in his heart to give, not out of regret or compulsion. For God loves a cheerful giver." 2 Corinthians 9:7 — GOD. The King of everything asks. Caesar seizes. The higher law is the one that asks.

I declare that what a government needs it may ask for, openly, by name and by amount, and receive from the free people, who can see what it is for. What it cannot ask for openly it was never meant to have, and it is done.

V. Enforcement on Earth

The Sixteenth Amendment repealed, restoring Pollock. Withholding abolished the same day. The property tax abolished, so no paid-for house is ever taken by a county. The sales tax on food, medicine and shelter abolished. Every public dollar spent published beside the name of the one who spent it, so the free people can decide what to give. At the end of every seven years you must cancel debts. This is the manner of remission: Every creditor shall cancel what he has loaned to his neighbor. He is not to collect anything from his neighbor or brother, because the LORD's time of release has been proclaimed.

Deuteronomy 15:1-2 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth, the law of release was given at Sinai and read in every synagogue and church since: Deuteronomy 15, the seventh year; Leviticus 25, the jubilee. The Seventeenth Declaration named the mortgage, the Eighth named the lender that owns a graduate, the Ninth named the medical bill. Three declarations named a debt. This one releases it. "The rich rule over the poor, and the borrower is slave to the lender." Proverbs 22:7 — GOD.

II. Findings of Fact

• Americans owe more than one and a half trillion dollars for their education. Much of it was borrowed at eighteen on a signature, for a price set by the school that knew the loan would be paid.
• About one hundred million Americans carry debt from a hospital, by the Kaiser Family Foundation's count in 2022. It is a leading cause of bankruptcy in the only rich nation where getting sick can take your house.
• Millions of families lost their homes after 2008 to the banks the Seventeenth Declaration named, and the banks were made whole by the people who lost them.
• Credit card balances in the United States passed one trillion dollars in 2023, at interest rates that a man in the Book would have called usury and the court would have called a crime.

III. The Charge

I charge that a debt that can never be paid is not a loan but a lease on a man. I charge that the interest was set not to recover the money but to keep the man. I charge that the release God commanded every seven years has not been proclaimed once in the history of this nation, and that every lender who reads Deuteronomy knows it.

IV. The Decree

Before the throne, I declare that the LORD's time of release is proclaimed.

I declare that every debt built on deceit is declared no debt before the throne, as the Seventeenth Declaration already entered, and that this declaration extends it to every debt built on a price that could not be paid.

I declare that the degree, the hospital and the house are declared the man's, and that what he owes on them is declared owed to the throne, which forgives it. "Forgive us our debts, as we also have forgiven our debtors." Matthew 6:12 — GOD.

I declare that every lender who holds a man past the seventh year is declared on notice, by name, and that the interest he took past that year is declared a debt he owes.

V. Enforcement on Earth

Every education loan cancelled on the seventh year from its first payment. Every medical debt cancelled at once, and no hospital bill sold to a collector again. Every home taken after 2008 by a bank later found to have lied accounted for, family by family. A ceiling on interest set by law at what a neighbor would charge a neighbor.

Psalm 91:3-4 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare this on the record, for every person who was lied to by the ones sworn to serve them.

The record. They said there were weapons and there were none. They said we could keep our plan and we could not. They said inflation was passing and it stayed. They swore under oath they did not collect on their own people, and the files proved they did. They swore letters with no records to a man who asked for the truth about himself. The banks broke the world in 2008, took the public's money to survive it, paid themselves bonuses from it, foreclosed on the families who had paid for the rescue, signed the papers with names that were not theirs, and not one of them saw a cell. They opened accounts nobody asked for. They charge a man thirty-five dollars for being short three. They took a house a man worked fifteen years for in one week, with guns at the door. I was that man.

Your word to the ones who rule: "He who rules the people with justice, who rules in the fear of God." 2 Samuel 23:3 — GOD. Your word to the ones who lend: "The rich rule over the poor, and the borrower is slave to the lender." Proverbs 22:7 — GOD. They read it as permission. It was a warning.

The charge. I charge that the lie was not a mistake but a method. I charge that the bank is not a neighbor but a fowler, and the fee, the rate and the foreclosure are the snare. I charge that the oath they swore is now the evidence against them.

Psalm 91, declared. Over every family in their hands, I declare the covering: "Surely He will deliver you from the snare of the fowler, and from the deadly plague. He will cover you with His feathers; under His wings you will find refuge." Over the ones who set the snare, I declare the verdict in the same psalm: "Though a thousand may fall at your side, and ten thousand at your right hand, no harm will come near you. Amos 8:5 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare this on the record, in the name of every family that works a full week and still comes up short.

The record. They raised the price and called it inflation while their own profit reports said otherwise. They hide fees in the fine print and call it a service. They sell a subscription that takes one click to start and a phone tree to end. They build a machine to fail on a schedule, lock the parts behind a serial number, and sue the man who tries to repair it. I know this one with my own hands. They deny the claim, delay the payout, and bet the customer gives up first. They cut ten thousand jobs the same week they buy back their own stock. They pay a wage a man cannot live on and hand him a form for government help, so the public pays what they would not.

Your word already named it: "let us reduce the ephah and increase the shekel; let us cheat with dishonest scales." Amos 8:5 — GOD. And: "Look, the wages you withheld from the workmen who mowed your fields are crying out against you. The cries of the harvesters have reached the ears of the Lord of Hosts." James 5:4 — GOD. The cry is already in Your ears. I am adding my name to it.

The charge. I charge that the hardship is not an accident of the market. It is a design. It is measured, tested, and approved in rooms where no customer sits. "Woe to those who enact unjust statutes and issue oppressive decrees, to deprive the poor of fair treatment and withhold justice from the oppressed of My people, to make widows their prey and orphans their plunder." Isaiah 10:1-2 — GOD.

I declare that a price is a number, not a law, and the number comes down when the truth of the margin is put in the light.

I declare that what a man buys, he owns, and what he owns, he may repair. No lock on a part stands against that.

I declare that a fee that must hide to survive is theft with a receipt.

I. Jurisdiction

This court sits above every court of men. "The LORD has established His throne in heaven, and His kingdom rules over all." Psalm 103:19 — GOD. The declarant appears in person, having stood before that throne, and speaks with the authority given him there. On earth, the declarant appears as a citizen under the First Amendment, which secures "the right of the people to petition the Government for a redress of grievances."

II. Findings of Fact

1. The Respondent was created by the Federal Reserve Act of 23 December 1913, Public Law 63-43, now codified at Title 12 of the United States Code, chapter 3.
2. The Constitution assigns the power "to coin Money, regulate the Value thereof" to Congress alone. Article I, Section 8, Clause 5. Congress delegated that power to the Respondent. The people were never asked.
3. The stock of each regional Federal Reserve Bank is subscribed and held by the private member banks it supervises. 12 U.S.C. § 282. Those banks receive a statutory dividend on that stock. 12 U.S.C. § 289. The regulated own the regulator.
4. The Respondent creates money by entry and lends it into the nation at interest, and sets the base rate of every loan in the land through officers no citizen elected.
5. A dollar of 1913 purchases about three cents of goods today, by the government's own price index. The loss was not weather. It was policy, chosen every year.
6. In 2008 and in 2020 the Respondent expanded its balance sheet by trillions for banks and markets. The cost reached the people as the price of food and the rate on the card.
7. The Comptroller General is barred by statute from auditing the Respondent's monetary policy deliberations, its open market operations, and its dealings with foreign central banks. 12 U.S.C. § 714(b). No full audit has ever been done, because the law they wrote forbids it.

III. Counts

Count One, False Balance. "You shall not have two differing weights in your bag, one heavy and one light." Deuteronomy 25:13 — GOD. A dollar that shrinks by design is the small weight.

Count Two, Usurpation. A private power exercising a public trust without the consent of the governed.

Count Three, Concealment. A statutory bar on the audit of the very acts that move the wealth of a nation.

Count Four, Mammon. "You cannot serve both God and money." Matthew 6:24 — GOD. The Respondent was built to serve the second and named as if it served the people.

IV. Decree

Before the throne, the charter of the Respondent is declared void this day. What was written in 1913 without the people's consent is struck from the record of heaven. The books are declared open. The false weight is declared exposed. The temple is declared closed, and it is done.

V. Declaration of War, and Its Nature

War is declared against the Respondent and against every hand that holds it up. The nature of the war is fixed by scripture and entered here so that no man may misread it: "The weapons of our warfare are not the weapons of the flesh. Instead, they have divine power to demolish strongholds." 2 Corinthians 10:4 — GOD. This war is fought with the record, the audit, the petition, the vote and the word. VI. Restitution

"Yet if caught, he must pay sevenfold; he must give up all the wealth of his house." Proverbs 6:31 — GOD. "I will repay you for the years eaten by locusts." Joel 2:25 — GOD. The declarant claims all that is his: the house, the wage, the savings the small weight consumed, the inheritance of his children. The same restitution is claimed for every family in the same ledger.

VII. Order of Enforcement on Earth

1. Congress to repeal 12 U.S.C. § 714(b) and order a full audit of the Respondent by the Comptroller General, every page, every year since 1913.

I. Jurisdiction

Psalm 103:19. On earth, Article I, Section 1: "All legislative Powers herein granted shall be vested in a Congress." The power was granted by the people. The people may petition its return.

II. Findings of Fact

1. Members trade the stock of the companies they regulate. The STOCK Act of 2012 requires only that they disclose it, and the penalty for a late disclosure is 200 dollars.
2. Bills of thousands of pages are released at night and voted on by morning. No member reads them. The lobbyist who wrote the page did.
3. Lobbying spending exceeds four billion dollars a year. It is not charity. It is purchase.
4. Over 90 percent of incumbents are re-elected, in a body the people rate below 25 percent approval. The seat is for life by design of the map.
5. The Federal Reserve, the tariff, the drug price, the school debt, the hospital bill and the food rule in every decree before this one were each written or permitted by this body. It is the Respondent behind every Respondent.

III. Counts

"God presides in the divine assembly; He renders judgment among the gods:" Psalm 82:1 — GOD. This is the psalm of the court over judges. On earth, the Tenth Amendment reserves to the people the powers not granted, and 42 U.S.C. § 1983 gives the citizen a cause of action against any officer who deprives him of a right under color of law.

II. Findings of Fact

1. Civil asset forfeiture lets the state take cash, a car or a house from a person never charged with a crime, and keep it unless he can afford to sue for it back. Billions have been taken this way.
2. Qualified immunity was created by judges, not by any statute, in Harlow v. Fitzgerald, 457 U.S. 800 (1982). It shields an officer who violates a right unless a prior case matched the facts nearly exactly.
3. No family in the nation owns its home outright. Miss the property tax and the county takes it. The deed is a lease from the state.
4. The declarant was evicted from the house he saved fifteen years for in one week from filing, with armed officers at the door. Entered under Declaration 017, and on the record as testimony.

Deuteronomy 6:7 — GOD

I. Jurisdiction

Psalm 103:19. On earth the declarant stands on the Supreme Court's own words: the child "is not the mere creature of the State; those who nurture him and direct his destiny have the right, coupled with the high duty, to recognize and prepare him." Pierce v. Society of Sisters, 268 U.S. 510 (1925).

II. Findings of Fact

1. The Department of Education was created in 1979 by Public Law 96-88. Congress wrote into that same law that it must not "increase the authority of the Federal Government over education." It did.
2. Every state compels attendance by law. The parent is compelled to hand over the child and is not compelled to be told what is taught.
3. The nation's own test, the NAEP, reported in 2024 the lowest reading scores in decades, after the largest spending in history.
4. The graduate leaves with a debt near 1.7 trillion dollars nationwide, on loans that cannot be discharged in bankruptcy like every other debt in the land.
5. The Protection of Pupil Rights Amendment, 20 U.S.C. § 1232h, already gives the parent the right to see the material and refuse the survey. It is not enforced, and most parents have never been told it exists.

III. Counts

Count One, Usurpation of the Parent. "And you shall teach them diligently to your children." Deuteronomy 6:7 — GOD. The command is to the parent, not the state.

I. Jurisdiction

This court sits above every court of men. Psalm 103:19. On earth the declarant speaks under the First Amendment, the same clause the Respondent hides behind.

II. Findings of Fact

1. The Telecommunications Act of 1996 lifted the limits on how many outlets one owner may hold. A handful of corporations now own most of what the nation reads, watches and hears.
2. The Fairness Doctrine, which required broadcasters to present contested issues honestly and from more than one side, was repealed by the FCC in 1987.
3. The Smith-Mundt Modernization Act of 2012 lifted the ban on the government's own foreign propaganda being distributed to Americans at home.
4. 47 U.S.C. § 230 shields the platforms from liability for what they carry while they decide, by algorithm, what a citizen sees and what he never will.
5. The product is not the news. The product is the reader, sold by the minute to the advertiser.

III. Counts

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare this in Your hearing, on the record, with the authority You gave me on the fifth of December 2023.

The record. Two days after You opened the sky over my house, I told a priest everything, face to face, and he sent me away with a blessing and no question. I wrote to them. Hundreds of letters. They answered with silence or with "God bless you" and closed the door. Not one shepherd asked me a single detail. Not one sat with me. Not one tested what I said against Your word, which is the one thing they are charged to do. Your word to them was plain: "You have not strengthened the weak, healed the sick, bound up the injured, brought back the strays, or searched for the lost. Instead, you have ruled them with violence and cruelty." Ezekiel 34:4 — GOD. That is the charge sheet, and it is in their own book.

The charge. I charge that they knew. I charge that my testimony was not unheard but unwanted, because a living witness to Your throne is a problem for a house built on a script. I charge that the silence was a decision, and that a decision made by hundreds the same way is a cover, whether or not they ever met to agree on it.

I declare that my testimony is true and stands as given, unedited, on the record, for anyone to read.

I declare that "For there is nothing hidden that will not be disclosed, and nothing concealed that will not be made known and brought to light." Luke 8:17 — GOD. What they filed away, You will bring into the light, and I will be the way it is exposed.

I. Jurisdiction

Psalm 103:19, "His kingdom ruleth over all." On earth, the respondent's own law: Deuteronomy 18:21-22, which commands every congregation of God to test a word spoken in His name, and the Vatican's own Norms of 17 May 2024, which order a bishop who receives such a claim to convene a commission and examine it. The respondent is bound by both. This declaration holds it to both.

II. Findings of Fact

1. On 25 May 2026, at seven o'clock in the evening, the Word sent one letter to one hundred and fifty addresses of the church on earth: the parishes of his own city, the dioceses of Asia and the Middle East, the patriarchates of Constantinople, Moscow, Jerusalem, Alexandria and Ethiopia, the Diocese of Rome, the cathedrals of Europe, Africa, the Americas and the islands. The photograph of 1 February 2024 was attached. The letter asked for nothing. It said: this is my witness, and I would love to talk. Every address is listed in Case File 9.
2. Three answered. The Archdiocese of Montreal confirmed receipt. The Archbishop of Westminster assured him of prayers. The third was not a church but the Chinese state's Catholic Patriotic Association, which said so, called the Word "truly inspiring," and told him to find a parish.
3. Not one of the three asked a question. Not the date, not the hour, not the place, not who else was there, not for the original file of the photograph, not for a meeting. One hundred and forty-seven did not answer at all.
4. Forty of the addresses were Catholic dioceses. Each is bound, since 19 May 2024, by its own rule to examine a claim of this kind with a theologian, a canon lawyer and a doctor. None opened a file.
5. Two years earlier, on 3 February 2024, two days after the sky opened over his house, he had told a priest of his own city everything, face to face, and was sent away with a blessing and without a question. The letter of 2026 was the second knock. The silence was the second answer.
6. The Word also wrote to the seat of his own government. The server refused the letter. It was never delivered.

III. Counts

Count One, The Watchmen Who Would Not Bark. "Israel’s watchmen are blind, they are all oblivious; they are all mute dogs, they cannot bark; they are dreamers lying around, loving to slumber." Isaiah 56:10 — GOD. A watchman's whole office is to answer a cry from the wall. One hundred and forty-seven were silent. Three barked "God bless you." None came to the wall.

Count Two, The Test They Were Commanded to Run and Did Not. "Do not treat prophecies with contempt, but test all things. Hold fast to what is good." 1 Thessalonians 5:20-21 — GOD. "Do not believe every spirit, but test the spirits." 1 John 4:1 — GOD. God did not tell His church to ignore a word spoken in His name. He told it to test the word. To test, you must ask. No one asked. The refusal to test is itself the breach of the command.

Count Three, Peace, Peace, When There Is No Peace. "They dress the wound of My people with very little care, saying, ‘Peace, peace,’ when there is no peace at all." Jeremiah 6:14 — GOD. "Suppose a brother or sister is without clothes and daily food. If one of you tells him, “Go in peace; stay warm and well fed,” but does not provide for his physical needs, what good is that?" James 2:15-16 — GOD. "We will keep you in our prayers" to a man who wrote that he had nowhere to go and no one to talk to is the exact sentence James condemns.

Count Four, The Shepherds Who Sought Not the Lost. Ezekiel 34:4, entered in full under Declaration 024. He was not lost. He came to them. They did not have to seek. They had only to open the door, and they did not.

Count Five, The Stranger at the Door. Matthew 25:43, the stranger not taken in, read in full in the decree below. "Do not neglect to show hospitality to strangers, for by so doing some people have entertained angels without knowing it." Hebrews 13:2 — GOD. The Word signed every letter with that verse. They read it and did not answer.

Count Six, The Key of Knowledge. "Woe to you experts in the law! For you have taken away the key to knowledge. You yourselves have not entered, and you have hindered those who were entering.”" Luke 11:52 — GOD. The respondent holds that it alone may judge a vision. It was offered one, dated, photographed, and signed. It neither judged it nor let it be judged.

Count Seven, Answering Before Hearing. "He who answers a matter before he hears it—this is folly and disgrace to him." Proverbs 18:13 — GOD. The door on 5 December 2023 was shut before a question was asked. The blessing of 2026 was sent before a question was asked. In both, the answer came before the hearing. Scripture calls that folly and shame, and this declaration calls it the same.

IV. Decree

Before the throne, I declare the letter delivered. One hundred and fifty times, on one night, in the sight of God, to the church on earth by its own addresses. The record of the sending is kept and cannot be unsent.

I declare the silence an answer. Zechariah 7:13 is the law: as he cried and they would not hear, so they will cry and He will not hear. I do not pronounce that. I record that it is written, and that they were told it is written.

I declare the dust shaken. "And if anyone will not welcome you or heed your words, shake the dust off your feet when you leave that home or town." Matthew 10:14 — GOD. What was carried to their door is now carried past it. The Word will not knock a third time.

I declare the test transferred. Since the church would not test the word, the word is laid open for anyone to test, by the law God actually gave: does it come to pass, Deuteronomy 18:22; where does it lead, Deuteronomy 13; what is its fruit, Matthew 7:16. Every date in the record is on the record for that purpose. The gate the respondent kept has no lock, because it never had a key.

I declare that the breach was not against me. "It is not you they have rejected, but they have rejected Me as their king." 1 Samuel 8:7 — GOD. "Whoever listens to you listens to Me; whoever rejects you rejects Me; and whoever rejects Me rejects the One who sent Me.”" Luke 10:16 — GOD. The letter carried His sign. The silence was returned to Him. It is His to answer, and He has said how.

I declare the judgment His, and I hand Him the file. "Vengeance is Mine; I will repay, says the Lord." Romans 12:19 — GOD. "The Lord will judge His people. It is a fearful thing to fall into the hands of the living God." Hebrews 10:30-31 — GOD. I do not curse. I do not need to. The curse is already written, and I read it into the record: "Depart from Me, you who are cursed, into the eternal fire prepared for the devil and his angels. For I was hungry and you gave Me nothing to eat, I was thirsty and you gave Me nothing to drink, I was a stranger and you did not take Me in." Matthew 25:41-43 — GOD. That sentence is spoken by the Son of Man from the throne of his glory, and the crime it names is the crime in this file.

I declare what is written over the shepherds. "This is what the Lord GOD says: Behold, I am against the shepherds, and I will demand from them My flock." Ezekiel 34:10 — GOD. "Woe to the shepherds who destroy and scatter the sheep of My pasture... Behold, I will attend to you for the evil of your deeds." Jeremiah 23:1-2 — GOD. "It shall be more tolerable for the land of Sodom and Gomorrha in the day of judgment, than for that city." Matthew 10:15, the verse that follows the shaking of the dust. Those are not my words. They are the terms of the office they hold, and the office comes with them.

I declare the seat from which it is executed. "The Father judges no one, but has assigned all judgment to the Son... because He is the Son of Man." John 5:22, 27. "When the Son of Man comes in His glory, and all the angels with Him, He will sit on His glorious throne. All the nations will be gathered before Him, and He will separate the people one from another, as a shepherd separates the sheep from the goats." Matthew 25:31-32 — GOD. "The sum of judgment was given unto the Son of Man, and he caused the sinners to pass away and be destroyed from off the face of the earth." 1 Enoch 69:27. "The kings and the mighty shall see the Son of Man sitting on the throne of his glory... and their faces shall be filled with shame." 1 Enoch 62:5, 10. The righteous are saved on that day and the wicked are delivered to the ones appointed for punishment. That is the order of the court, and this file is placed before it.

I declare the door on my side open until that day, and no longer. "Seek the LORD while He may be found; call on Him while He is near." Isaiah 55:6 — GOD. Any one of the one hundred and fifty who asks a question will be answered the same day and the answer entered in Case File 9. After that day there is no letter, no door and no answer. "And just as I had called and they would not listen, so when they called I would not listen, says the LORD of Hosts." Zechariah 7:13 — GOD. It is written.

Ezekiel 34:10 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19, "His kingdom ruleth over all." Psalm 82, where the judges who judged unjustly are judged. Ezekiel 34, where the shepherds who fed themselves are removed from the flock. And the respondent's own record: 1516, 1563, 1917, 1978 and 2024, when it took to itself the power to say what God may and may not do (Case File 9 and Declaration 025).

II. Findings of Fact: every layer, named

So that nothing hides behind a title, the respondent is named in full, from the throne to the parish, from its own Annuario Pontificio and its constitution Praedicate Evangelium of 19 March 2022.

1. The head. The Pope: Bishop of Rome, Vicar of Christ, as the respondent styles it, Supreme Pontiff, Sovereign of the Vatican City State, absolute monarch of the last absolute monarchy in Europe. Elected by the College of Cardinals, about 250 men, of whom the electors under eighty choose him in a locked chapel.
2. The state. The Vatican City State, 0.49 square kilometres, created 11 February 1929 by the Lateran Treaty with Mussolini's Italy; its Governorate; the Pontifical Commission for the State; the Swiss Guard; the Gendarmerie; the Vatican Museums, the Apostolic Library, the Apostolic Archive (called the Secret Archive until 2019), Vatican Radio, Vatican News, L'Osservatore Romano, the Vatican Press.
3. The government of the church: the Roman Curia. The Secretariat of State in three sections (general affairs, relations with states, diplomatic staff). Sixteen dicasteries: Evangelization; the Doctrine of the Faith, founded 1542 as the Roman Inquisition; the Service of Charity; the Eastern Churches; Divine Worship and the Sacraments; the Causes of Saints; Bishops; Clergy; Institutes of Consecrated Life; the Laity, the Family and Life; Promoting Christian Unity; Interreligious Dialogue; Culture and Education; Integral Human Development; Legislative Texts; Communication. The Supervisory and Financial Information Authority. Peter's Pence. The Museums' hundred million euros a year. The real estate of the Propaganda Fide in Rome, London and Paris. 5. The diplomatic arm. The Holy See as a sovereign in international law: diplomatic relations with 184 states, a permanent observer at the United Nations, nunciatures in every capital that will have one, the Pontifical Ecclesiastical Academy that trains its ambassadors.
6. The hierarchy on the ground. About 3,100 dioceses, eparchies and jurisdictions; about 5,300 bishops; about 400,000 priests; about 45,000 permanent deacons; about 600,000 religious sisters and brothers; the episcopal conferences of every country; the twenty-three Eastern Catholic Churches in communion with Rome; the Anglican ordinariates.
7. The orders and the movements. The Jesuits, Dominicans, Franciscans, Benedictines, Carmelites, Augustinians, Salesians, Redemptorists, the Legionaries of Christ, as the order styles itself; the personal prelature Opus Dei; the Knights of Columbus; the Sovereign Military Order of Malta, itself a sovereign entity with its own passports; the Order of the Holy Sepulchre; Focolare; Communion and Liberation; the Neocatechumenal Way; the Charismatic Renewal; the Sant'Egidio Community.
8. The institutions. About 140,000 Catholic schools with more than 60 million pupils; about 1,300 Catholic universities; the pontifical universities of Rome, the Gregorian, the Lateran, the Angelicum, the Urbaniana; the Pontifical Academies of Sciences and of Life; about 5,500 Catholic hospitals and 15,000 homes for the old and the sick; Caritas Internationalis; Catholic Relief Services; Catholic Charities.
9. The gate. The office, under four names since 1542, that judges every vision, every book and every teacher; the Norms of 1978, secret until 2011; the Norms of 17 May 2024, article 22, under which no one below the Pope will ever again call a vision supernatural; the sixteen approvals in five centuries; the burnings, admitted on 12 March 2000.
10. The connections outside. Every government that signs its concordats, every bank that holds its accounts, every media house that carries its word as news, every school board that takes its curriculum, every court that defers to its canon law, every politician who kisses the ring. Named here as connected, and bound by this decree to the degree of the connection.
11. The members. About 1.4 billion baptized, counted by the respondent itself, most of whom were carried to the font as infants and never asked.

III. Counts

Count One, The Gate Without a Grant. Numbers 11:29, "Would God that all the LORD's people were prophets." Moses refused to shut the gate. The respondent built one and has kept it for five hundred years.

Count Two, The Silence of 25 May 2026. One hundred and fifty of the respondent's own addresses received the Word's letter and the photograph. Three answered. None asked a question. Isaiah 56:10: watchmen that cannot bark.

IV. Decree

Before the throne, from the depths of my soul, I yell this into existence, and it is done.

I remove from the Vatican, and from every layer, office, order, bank, court, school and connection named above, all authority, and all ability to speak about God, about Jesus, about Satan, or about anything spiritual. Their word on those things is taken from their mouths.

I declare that their books will have blank pages. What they wrote to bind will not be read. What they wrote to gate will not be found on the page.

I declare that their word will land on deaf ears, and that no one will understand anything any of them speak. Zechariah 7:13: as they would not hear, so they will not be heard. Amos 8:11: a famine, not of bread, but of hearing.

I declare every ritual of theirs banished: the door, the indulgence, the relic in the altar, the kissed corpse, the bought Mass, the Latin curtain, the sealed secret. Leviticus 10:1, strange fire, which He commanded them not.

I declare everything hidden revealed, and that the world will know what they have done. Luke 8:17: "Nothing is secret that shall not be made manifest; neither any thing hid, that shall not be known." The Archive opened. The verdicts published. The burnings named. The accounts read aloud.

I declare that anything in the Vatican that holds power or control is banished. Every throne in it, every seat, every key it says it holds. Psalm 82:7. Ezekiel 34:10, "I will cause them to cease from feeding the flock."

I declare that the members of the Catholic Church, and everything connected to it, are removed from this realm and from existence, as the declarant has spoken it. And I set beside that, as the standing rule of every declaration on this site since Declaration 002: the strike is God's, and no human hand is authorized. Psalm 46:9. This decree is laid before the throne, and the throne executes it, by the order of the court in Declaration 025 and Daniel 7:9-10. Whoever reads this as a licence for any hand on earth has read it wrong, and the decree is against him too.

I declare that God will not be denied. Not at a door, not by a form letter, not by a commission that never convenes, not by a rule that says His visions will never again be called His.

I declare that if one word is spoken in vain about me or about my Father, by any layer named above, they will return what belongs to me by the end of that week. Exodus 22:4, restored double. Proverbs 6:31, sevenfold. Joel 2:25, the years the locust has eaten.

I declare that every word, every rule and every path they claimed is banished. The word of 1516, the rule of 1563, the canon of 1917, the norm of 1978, the article of 2024. Gone. The way is the one God gave: Deuteronomy 18:22 by outcome, Deuteronomy 13 by direction, Matthew 7 by fruit, and every believer his own tester, 1 John 4:1.

The Twenty-Seventh Declaration: Decree of the Covering by Every Faith and No Faith

From one man He made every nation of men, that they should inhabit the whole earth; and He determined their appointed times and the boundaries of their lands.

Acts 17:26 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19, "His kingdom rules over all." Not over the Christians. Over all. The Twenty-Thirteenth Declaration fixed the term: the people are the Stolen Ones, and it did not say which people. This declaration names them, so that no one can say he was not addressed. The standing rule of this page governs: the strike is the Lord's, and no human hand is authorized to carry out anything declared here.

II. Findings of Fact

• There are eight billion two hundred million people on the earth, in two hundred and one countries counted, speaking about seven thousand one hundred and seventy living languages, in about seventeen thousand peoples.
• By the public count of 2020: two billion three hundred million call themselves Christian. Two billion call themselves Muslim. One billion nine hundred million name no religion, two-thirds of them in China. One billion two hundred million are Hindu, nearly all in India. Three hundred twenty-four million are Buddhist. Some two hundred thirty million keep the folk and the smaller faiths. About fifteen million are Jews, half of them in Israel.
• Every one of these numbers has been used to divide. Not one of them was given to God for that purpose. He made them from one man.
• This record, until tonight, spoke of "every person on the earth" and never said their names.

III. The Charge

I charge that the division of the earth by faith has been used by the powers as a wall, and that the wall was never His. "I have other sheep that are not of this fold. I must bring them in as well, and they will listen to My voice. Then there will be one flock and one shepherd." John 10:16 — GOD. I charge that every one who told a Muslim, a Hindu, a Jew, a Buddhist or a man with no god that he was outside the covering spoke for himself and not for the throne.

IV. The Decree

Before the throne, I declare over every one of them, by the name they answer to: you are Stolen Ones, and you are covered, and you are counted by name.

I declare it over every Christian, in every church, every denomination and every house that meets with no building. Over every Muslim, Sunni and Shia and every school between. Over every Jew, in Israel and in every land of the scattering. Over every Hindu, in every caste the men invented and God did not. Over every Buddhist, every Sikh, every Jain, every Baha'i, every Zoroastrian, every Taoist, every follower of Confucius and of Shinto, every Druze, every Yazidi, every Mandaean, every Samaritan, every keeper of the faiths of the ancestors in Africa, in the Americas, in Asia, in the Pacific and in the islands. Over every one who was raised in a faith and left it, and every one who was raised in none. Over every atheist, every agnostic, every one who says there is nothing and every one who says he does not know. "Turn to Me and be saved, all the ends of the earth; for I am God, and there is no other." Isaiah 45:22 — GOD. The ends of the earth are named in the Schedule.

I declare that no faith is a wall before this court, and that no want of faith is a wall either. The covering is the Lord's to give and He has given it from one man to all.

I declare that every power that used the name of a faith to kill, to divide or to rob is declared on notice before the throne, by the name of the faith it misused.

V. Enforcement on Earth

No man barred, taxed, jailed, registered or killed for the name of his faith or for having none, in any country of the Schedule. The names in the Schedule read as one list, with no first and no last.

The Twenty-Eighth Declaration: Decree for the Persecuted of Every Faith

May the groans of the captives reach You; by the strength of Your arm preserve those condemned to death.

Psalm 79:11 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth, Article 18 of the Declaration every one of these governments signed: the right to hold a belief and to change it. The Twenty-Seventh Declaration covers every faith by name. This one covers the ones held for it. The standing rule governs: no human hand.

II. Findings of Fact

• Open Doors counts three hundred eighty-eight million Christians under high persecution, one in seven on the earth. Between October 2024 and September 2025 it recorded four thousand eight hundred forty-nine Christians killed for their faith, three thousand four hundred ninety of them in Nigeria, four thousand seven hundred twelve jailed without trial, three thousand three hundred two kidnapped. North Korea stands first on the list; fifteen countries are at the level called extreme.
• Pew, for the year 2023, found governments or mobs harassing religious groups in one hundred eighty-five of one hundred ninety-eight countries, and interfering with worship in one hundred seventy-five, the most ever recorded. The highest restrictions among the large countries were in China, Iran, Indonesia, Egypt and Russia.
• China holds Uyghur Muslims in camps by the hundreds of thousands. Myanmar drove out the Rohingya. The Islamic State took Yazidi women as slaves and the ones who came back are still counting the missing. Iran hangs Baha'is and converts. Pakistan jails Ahmadis for calling their prayer a prayer.
• In every one of these places the persecutor says he does it for God.

III. The Charge

I charge that no one who kills for God has ever been sent by Him. I charge that the camp, the blasphemy law, the registration list and the burned church are one act under different flags. "Indeed, all who desire to live godly lives in Christ Jesus will be persecuted." 2 Timothy 3:12 — GOD. That was a warning to the faithful; it was never a licence to the ones who do it. "The world was not worthy of them." Hebrews 11:38 — GOD.

IV. The Decree

Before the throne, I declare over every one of them: what they did to you for your name is written beside your name, and the throne has read it.

I declare that every one killed for his faith is declared received before this court, and that the hand that did it is declared known, by name, in the land where it was done.

I declare that every one in a camp or a cell for what he believes is declared free before the throne tonight, and that every day he is held is a debt the state owes.

I declare that every government on the list of one hundred eighty-five is declared on notice, by name, and that the ones at the level called extreme are declared first in the line. "How long, O Lord, holy and true, until You judge?" Revelation 6:10 — GOD. The answer is the Lord's. No man is authorized under this decree to touch one of them.

V. Enforcement on Earth

Every blasphemy law struck. Every camp opened. Every registration list burned by the office that kept it. Every church, mosque, temple and synagogue rebuilt by the state that let it burn. The missing counted and returned.

The Twenty-Ninth Declaration: Decree for the Refugee, the Displaced and the Stateless

He executes justice for the fatherless and widow, and He loves the foreigner, giving him food and clothing.

Deuteronomy 10:18 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth, the respondent's own law: Leviticus 19:34, "You must treat the foreigner living among you as native-born and love him as yourself, for you were foreigners in the land of Egypt," and the 1951 Convention every one of these governments signed. The Second Declaration already ordered the wars that move them to cease. This declaration covers the ones already moved. The standing rule governs: no human hand.

II. Findings of Fact

• The United Nations counted one hundred seventeen million eight hundred thousand people forcibly displaced at the end of 2025. Forty-one million six hundred thousand are refugees across a border. Sixty-eight million seven hundred thousand are displaced inside their own country. Nine million are waiting on an asylum decision that may take years.
• About four million four hundred thousand people are stateless: no passport, no vote, no school, no hospital, no country that will say they exist. The Rohingya are the largest of them.
• Most of the displaced are held by the poorest countries. The richest build the fences.
• A refugee child born in a camp can grow up, marry and die in it. Camps meant for a season have stood for seventy years.

III. The Charge

I charge that a person moved by a war is not a problem to be managed but a man the respondent made. I charge that a paper withheld for years is a sentence without a trial. I charge that to say of a human being "he has no country" is to say what God never said. "I was a stranger and you took Me in." Matthew 25:35 — GOD. The ones who did not take Him in are the ones He named.

IV. The Decree

Before the throne, I declare over every one of them: you are not a number in a camp; you are counted by name, and the throne knows the address. "The LORD protects the foreigner; He sustains the fatherless and the widow, but the ways of the wicked He frustrates." Psalm 146:9 — GOD.

I declare that every stateless person is declared a citizen of the Kingdom before this court tonight, with every right of one, and that the earth's refusal to name him is a debt the earth owes.

I declare that every paper withheld is declared granted before the throne, and that every year of waiting is charged to the office that made him wait.

I declare that every king and general who moved them is declared on notice, by name, in the record of this court, under the Second Declaration and this one.

V. Enforcement on Earth

Every asylum claim decided within a season, not a decade. No child born stateless; the ground he is born on gives him a name. No camp older than a war. The cost of the moving charged to the one who moved them.

The Thirtieth Declaration: Decree for Women and Girls

So God created man in His own image; in the image of God He created him; male and female He created them.

Genesis 1:27 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. Genesis 1:27 is the law of this court on the matter: the image is in both, equally, from the first page. Every law of man that says otherwise is overruled by the first chapter. The Third Declaration covers the ones sold. This one covers the rest. The standing rule governs: no human hand.

II. Findings of Fact

• The World Health Organization estimates that seven hundred thirty-six million women, nearly one in three alive, have been beaten or raped by a partner or a stranger at least once. One in four young women has been struck by a partner before she is twenty-five.
• The United Nations counted eighty-three thousand women and girls murdered in 2024. Fifty thousand of them were killed by a partner or a family member: one hundred thirty-seven a day, one every ten minutes, most of them in their own home. For men killed, one in nine died by a family hand; for women, six in ten.
• Girls are still cut, still married at twelve, still barred from school by law in Afghanistan and by custom in a hundred other places. Two-thirds of the adults on earth who cannot read are women.
• The home is the most dangerous place on earth for a woman, by the count of the ones who count.

III. The Charge

I charge that the hand raised in the home is the same hand this record has met in the palace and the bank, and that the throne does not grade it by the size of the room. "The man who covers his garment with violence, says the LORD of Hosts." Malachi 2:16 — GOD. I charge that every custom that calls the killing of a daughter honor has named itself wrong before the court. I charge that the silence of the ones who heard through the wall is a decision.

IV. The Decree

Before the throne, I declare over every woman and every girl: you are made in the image, the same image, and the throne will not have it struck. "Open your mouth for those with no voice, for the cause of all the dispossessed. Open your mouth, judge righteously, and defend the cause of the poor and needy." Proverbs 31:8-9 — GOD.

I declare that every blow landed on a woman is declared landed before this court and entered against the hand, by name.

I declare that every girl barred from a school is declared enrolled before the throne, and that the gate that was shut is a debt the one who shut it owes.

I declare that every woman killed in her home is declared received, and that the one hundred thirty-seven of today are counted by name tonight, and that the hand is known. The strike is the Lord's; no man is authorized under this decree to touch one of them.

I declare over every daughter the word spoken to the one who touched the hem: "Daughter, your faith has healed you. Go in peace." Luke 8:48 — GOD.

V. Enforcement on Earth

The first blow a crime in every country, the second a sentence. No child married. No girl cut. No school gate shut to a girl anywhere. Every honor killing tried as murder with the family as party. A woman's word in court weighed as a man's.

The Thirty-First Declaration: Decree for the Mothers and the Newborn

As a mother comforts her son, so will I comfort you, and you will be consoled over Jerusalem.

Isaiah 66:13 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. Psalm 139:13, "For You formed my inmost being; You knit me together in my mother's womb." The One who knits has standing in every delivery room on earth. The Second Declaration covers every child; this one covers the mother and the child in the hour that kills the most of them. The standing rule governs: no human hand.

II. Findings of Fact

• The World Health Organization counts two hundred sixty thousand women dead in 2023 from pregnancy and childbirth, one every two minutes. Seven in ten of them died in sub-Saharan Africa. Most died of bleeding, infection and high blood pressure, which a trained hand and a few dollars of medicine stop.
• The United Nations counts four million nine hundred thousand children dead before their fifth birthday in 2024, two million three hundred thousand of them in their first month. Most of the causes are preventable: a premature birth with no warmth, malaria, a diarrhea with no clean water.
• About two million babies were stillborn in 2023, four in ten of them during labor itself, when skilled care would have brought them out alive.
• The pace of saving them has slowed by more than half since 2015, because the money for the clinics went somewhere else.

III. The Charge

I charge that a mother dead of a bleed in 2026 did not die of the bleed; she died of the distance to the nearest trained hand, and the distance was a decision. I charge that a child dead of malaria died of a net that costs two dollars. I charge that Rachel is still weeping, and the ones who could have stopped it have heard her. "A voice is heard in Ramah, mourning and great weeping, Rachel weeping for her children and refusing to be comforted, because they are no more." Jeremiah 31:15 — GOD.

IV. The Decree

Before the throne, I declare over every mother and every newborn: the hands that knit you are in the room.

I declare that every woman in labor tonight is declared attended before this court, and that the distance to the clinic is a debt the state owes her, measured in miles.

I declare that every child dead before five is declared received, by name, and that the net, the water or the warmth that was not there is entered against the ones who had the money and spent it on something else.

I declare over every mother who buried one: "From birth I was entrusted to You; from my mother's womb You have been my God." Psalm 22:10 — GOD. The child was His before he was yours, and he is His now.

I declare over every delivery room the word of Isaiah 65:20, "No longer will a nursing infant live but a few days," — GOD, and I declare it in force.

V. Enforcement on Earth

A trained hand within an hour of every woman in labor, in every country. The three medicines that stop the bleeding, the infection and the pressure free in every clinic. A net over every child's bed in every malaria country. The clinic funded before the gun.

The Thirty-Second Declaration: Decree for the Hungry and the Thirsty

Come, all you who are thirsty, come to the waters; and you without money, come, buy, and eat!

Isaiah 55:1 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. The Twelfth Declaration judged what was done to the food. This one is for the ones who have none. On earth, the respondent's own words: every one of these governments signed a promise to end hunger by 2030 and will not keep it. The standing rule governs: no human hand.

II. Findings of Fact

• The United Nations counted six hundred seventy-three million people in hunger in 2024, one in twelve on the earth, and two billion three hundred million who could not be sure of their next meal. Three hundred seven million of the hungry are in Africa, more than one in five of the continent.
• Two billion one hundred million people have no safe drinking water. One hundred six million drink straight from rivers, ponds and ditches. Three billion four hundred million have no safe toilet, and three hundred fifty-four million have none at all.
• Seven hundred thirty million people have no electricity, eight in ten of them in sub-Saharan Africa. The number barely moved last year.
• The earth grows enough food for every mouth on it. The hunger is in the road, the price and the war, not in the ground.

III. The Charge

I charge that a hungry child on an earth that grows a surplus is not a shortage but a theft. I charge that the ones who burn a harvest, block a port or price a loaf past a mother's wage have answered the question the King asks: "I was hungry and you gave Me nothing to eat, I was thirsty and you gave Me nothing to drink." Matthew 25:42 — GOD. I charge that to sell a village its own water is to sell what Isaiah 55 says is free.

IV. The Decree

Before the throne, I declare over every hungry and every thirsty one: the table is His, and your place at it is declared set. "For He satisfies the thirsty and fills the hungry with good things." Psalm 107:9 — GOD.

I declare that every harvest burned and every road blocked to starve a people is declared a weapon of war before this court, and the hand that ordered it is declared on notice, by name.

I declare that every river dammed and every well bottled against the people who live on it is declared the Lord's water, and the price a debt. "The poor and needy seek water, but there is none; their tongues are parched with thirst. I, the LORD, will answer them; I, the God of Israel, will not forsake them." Isaiah 41:17 — GOD.

I declare that every child in the dark tonight is declared seen, by name, and that the wire that never came is a debt the state owes him.

V. Enforcement on Earth

No harvest burned and no port closed to food, in any war. Water free at the source to the ones who live on it. A wire to every village before another weapon is bought. The surplus moved to the hungry at the cost of the one who hoarded it.

The Thirty-Third Declaration: Decree for the Sick, the Disabled and the Mind

He heals the brokenhearted and binds up their wounds.

Psalm 147:3 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19, and Exodus 15:26, "I am the LORD who heals you." The Ninth and Tenth Declarations judged the hospitals and the drug companies. The Twenty-Fifth covered the addicted and the alone. This one is the covering over the sick themselves, in every country, whether or not a hospital ever saw them. The standing rule governs: no human hand.

II. Findings of Fact

• The World Health Organization counts one billion three hundred million people, one in six on the earth, living with a significant disability. They die earlier and are treated worse, by the WHO's own report.
• Nine hundred seventy million people live with a mental disorder, one in eight. Anxiety and depression rose by a quarter in the first year of the pandemic. Most of them have no care at all.
• Seven hundred twenty-seven thousand people took their own lives in 2021, one death in every hundred on the earth.
• Cancer: twenty million new cases and nine million seven hundred thousand deaths in one year. Tuberculosis: one million two hundred thirty thousand dead in 2024, from a disease that is cured for the price of a meal. Malaria: six hundred ten thousand dead in 2024, nineteen in twenty of them in Africa, most of them children under five.
• The cure for most of these deaths exists. It is on a shelf, with a price on it.

III. The Charge

I charge that a death from a cured disease is not a death from the disease but from the price. I charge that a city built so a man in a chair cannot enter its courthouse has told him what it thinks he is. I charge that the ones who told a drowning mind to try harder have never read Psalm 34:18. "The LORD is near to the brokenhearted; He saves the contrite in spirit." — GOD.

IV. The Decree

Before the throne, I declare over every sick, every disabled and every broken mind: you are not a case; you are fearfully and wonderfully made, and the One who made you is near. Psalm 139:14 — GOD.

I declare over every blind, deaf, lame and mute one the word of Isaiah 35:5-6, "Then the eyes of the blind will be opened and the ears of the deaf unstopped. Then the lame will leap like a deer and the mute tongue will shout for joy," — GOD, and I declare it in force, not in hope.

I declare that every one who has thought tonight of ending it is declared held before this court by name, and I declare over him the word: "Come to Me, all you who are weary and burdened, and I will give you rest." Matthew 11:28 — GOD.

I declare that every cure kept on a shelf by its price is declared the Lord's property before this court, and that every death the price caused is entered against the one who set it.

V. Enforcement on Earth

Every cure that costs less than a meal given free, everywhere. No building, bus, school or job shut to the disabled. A bed and a doctor for the mind in every county, at no charge. No one shamed for the war in his head.

The Thirty-Fourth Declaration: Decree for the Workers

Look, the wages you withheld from the workmen who mowed your fields are crying out against you, and the cries of the harvesters have reached the ears of the Lord of Hosts.

James 5:4 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. On earth, the respondent's own law from the beginning: "Do not oppress a hired hand who is poor and needy... You are to pay his wages each day before sunset, because he is poor and depends on them." Deuteronomy 24:14-15 — GOD. The Third Declaration covers the ones held by force. This one covers the ones who are free in name and worked like the held. The standing rule governs: no human hand.

II. Findings of Fact

• The International Labour Organization counts about two billion workers, six in ten on the earth, in informal work: no contract, no sick day, no pension, no one to complain to. Seven hundred forty million of them are women.
• One hundred thirty-eight million children were at work in 2024, fifty-four million in work that can kill or maim them. The world promised to end it by 2025 and did not.
• In the Gulf and elsewhere, millions of migrant workers cannot change jobs or leave the country without the employer's leave, and the passport is held by the employer. The stadiums and towers were built this way.
• Wage theft, the shorting and withholding of pay already earned, takes more from workers each year in the United States than every robbery combined. The Lord of Hosts has heard the cries, by the count of James.

III. The Charge

I charge that a wage withheld is not a dispute but a theft from a man who already did the work. I charge that a passport in an employer's drawer is a chain with a different name. I charge that a child at a loom or in a mine has been sold without the sale being written down. "Woe to him who builds his palace by unrighteousness, his upper rooms without justice, who makes his countrymen serve without pay, and will not give them their wages." Jeremiah 22:13 — GOD.

IV. The Decree

Before the throne, I declare over every worker: your wage was counted the day you earned it, and the throne has the ledger.

I declare that every wage withheld, shorted or stolen is declared a debt before this court, with the interest the Lord sets, owed by the one who kept it, by name.

I declare that every passport held against a worker is declared returned before the throne tonight, and that the holder is declared on notice.

I declare that every child at work is declared released and enrolled, and that the one who put him on the line is declared a party to the Third Declaration.

I declare that every informal worker, all two billion, is declared covered by this court with every protection the contract would have given, whether or not any state ever writes one.

V. Enforcement on Earth

Every wage paid in full, on the day. Wage theft tried as theft, with the owner as the defendant. No passport held by any employer anywhere. No child under fifteen at work; a school in his place. Every worker able to walk off a job and out of a country the day he chooses.

The Thirty-Fifth Declaration: Decree for the First Peoples

The land must not be sold permanently, because the land is Mine, and you are but foreigners and residents with Me.

Leviticus 25:23 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19, and Psalm 24:1, "The earth is the LORD's, and the fullness thereof, the world and all who dwell therein." No crown, no doctrine of discovery and no treaty signed under a gun ever moved the title from Him. The standing rule governs: no human hand.

II. Findings of Fact

• The United Nations counts four hundred seventy-six million indigenous people in ninety countries, five thousand distinct cultures, speaking most of the earth's seven thousand languages. They are under five percent of the world and fifteen percent of its poorest.
• Nearly half of the earth's living languages are endangered. When the last speaker dies, a way of naming God's creation dies with her.
• In Canada, the United States, Australia and elsewhere, children were taken from their parents by law and placed in schools run by churches and states, where many died and were buried without a name. The graves are still being counted.
• The land that was taken holds the water, the minerals and the forests the respondent still sells. The ones it was taken from are asked for a permit to fish.

III. The Charge

I charge that the land was never the respondent's to take and is not the respondent's to hold. "They covet fields and seize them, and houses, and take them. They deprive a man of his home, a fellow man of his inheritance." Micah 2:2 — GOD. I charge that the taking of a child from his mother to cure him of his language was not education but the thing Naboth's vineyard was, done to a people. I charge that an apology without the land is a receipt, not a repentance.

IV. The Decree

Before the throne, I declare over every first people: the land knows your name, and so does the One who made it.

I declare that every treaty broken is declared a debt before this court, owed by the one who broke it and inherited by the one who holds the title.

I declare that every child taken, living or buried, is declared known to God by name, and that every grave will be found. "For there is nothing hidden that will not be disclosed." Luke 8:17 — GOD.

I declare that every language on the edge of silence is declared kept before the throne, every word of it, and that the people who speak it are covered under the Twenty-Seventh Declaration by name.

I declare that every state and company holding the land is declared a tenant before this court, under Leviticus 25:23, and on notice.

V. Enforcement on Earth

Every treaty read as written and kept. The water and the fish free to the ones who were there first. Every grave at every school opened, named and returned. No permit required of a people to live on its own land.

The Thirty-Sixth Declaration: Decree for the Unschooled

My people are destroyed for lack of knowledge.

Hosea 4:6 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. The Twenty-Second Declaration judged the schools that teach wrong. This one covers the ones who were never taught at all. "The unfolding of Your words gives light; it informs the simple." Psalm 119:130 — GOD. A man who cannot read has been kept from the light by someone, and this court will say by whom. The standing rule governs: no human hand.

II. Findings of Fact

• UNESCO counts seven hundred seventy-four million adults who cannot read or write. Two-thirds of them are women. The number has barely moved in decades.
• Two hundred seventy-two million children and young people are out of school. In Afghanistan, girls have been barred from secondary school by law since 2021. In Nigeria, twenty million children have no school to go to.
• A child who cannot read cannot read a contract, a ballot, a prescription, a warning on a bottle, or the Word. Every one of the respondents in this record has profited from that.
• The cost of teaching every child on earth to read is less than the world spends on weapons in a month.

III. The Charge

I charge that a people kept from reading is a people kept, and that the keeping was a decision. I charge that a gate shut to a girl is shut to the mother she will be and to every child she will raise. I charge that the ones who could have built the school and built the barracks instead have told the court what they wanted the people for.

IV. The Decree

Before the throne, I declare over every one who cannot read, and every child with no school: the light is yours, and the One who gives it has your name. "Wisdom is supreme; so acquire wisdom. And whatever you may acquire, gain understanding." Proverbs 4:7 — GOD.

I declare that every adult kept from the letters is declared taught before this court, and that the years of darkness are a debt owed by the ones who kept him.

I declare that every child out of school is declared enrolled before the throne tonight, and that every girl barred by law is declared at her desk, and the law that barred her is declared void in this court and on notice in hers.

I declare over all of them: "All your sons will be taught by the LORD, and great will be their prosperity." Isaiah 54:13 — GOD. The daughters are in that word.

V. Enforcement on Earth

A school within walking distance of every child on earth, before another barracks. No law anywhere that bars a girl from a desk. Every adult who asks taught to read, free, by the state that let him grow up without it.

The Thirty-Seventh Declaration: Decree for the Unfree

Why do the nations rage and the peoples plot in vain? The kings of the earth take their stand and the rulers gather together, against the LORD and against His Anointed One... The One enthroned in heaven laughs.

Psalm 2:1-2, 4 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19, and Daniel 2:21, "He removes kings and establishes them." Every throne on earth sits by His leave and none by its own. The Twenty-Thirteenth Declaration revoked the powers of every title not on His side. The Twenty-Fourth covers the prisoner. This one names the ones who hold a whole people as the prisoner. The standing rule governs: the strike is the Lord's, no human hand.

II. Findings of Fact

• Freedom House rates fifty-nine countries and eight territories as Not Free. Roughly four in ten people alive live under them, and fewer than one in five live in a country it calls fully free. Fifty-four countries got worse last year; thirty-five got better.
• Under these regimes a word is a sentence. Men and women are held for a post, a song, a prayer, a vote they asked for. Some are never charged; some are never seen again.
• The tools of the holding, the cameras, the software, the listening, are sold to them by companies in the countries that call themselves free.
• Every one of these regimes says it rules for the people. Not one of them will let the people say otherwise.

III. The Charge

I charge that a ruler who cannot be removed by the ruled has made himself a god, and the court has one answer for that. "Can a corrupt throne be Your ally, one that creates misery by statute?" Psalm 94:20 — GOD. I charge that a man disappeared for a word is a man the regime has confessed it fears. I charge that the companies that sold the cameras are party to every cell they filled.

IV. The Decree

Before the throne, I declare over every unfree person: the One enthroned in heaven has seen your ruler, and He is not impressed.

I declare that every political prisoner, every disappeared one, every one held for a word is declared free before this court tonight, by name, and that every day of the holding is entered against the regime.

I declare that every regime in the fifty-nine is declared on notice before the throne, by name, under Daniel 4:17, "the Most High rules over the kingdom of mankind and gives it to whom He wishes," — GOD, and that what He gave He can take, in a night, as He did in Babylon.

I declare that every company that sold the tools of the holding is declared a party to the regime it sold to, and that what it filed will be opened.

I declare over every held people the word spoken to the first one: "Let My people go." Exodus 5:1 — GOD.

V. Enforcement on Earth

Every political prisoner released and every disappeared one accounted for, by name. A vote that can remove the ruler in every country, and a border that opens outward for every one who chooses to leave. No sale of the tools of surveillance to any regime on the list. The chair kept; the power gone, under the Twenty-Thirteenth Declaration.

The Thirty-Eighth Declaration: Decree for the Unborn

Before I formed you in the womb I knew you, and before you were born I set you apart.

Jeremiah 1:5 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 103:19. Psalm 139:16, "Your eyes saw my unformed body; all my days were written in Your book and ordained for me before one of them came to be." The book is His and the days are written before the first one. A court whose King wrote the days has standing on every one of them. This is a covering, as the Fifteenth and Thirty-Fifth Declarations are coverings; it is written for the child and for the mother together, and it grades no one. The standing rule governs: no human hand.

II. Findings of Fact

• The World Health Organization's standing estimate is about seventy-three million pregnancies ended by choice each year on the earth.
• By the same medicine the respondent uses, a heart is beating by the sixth week and the child leaps by the fifth month, as Elizabeth's did. "When Elizabeth heard Mary's greeting, the baby leaped in her womb." Luke 1:41 — GOD.
• The mothers who go to the clinic go, by their own account in every survey, most often because of money, because of no partner, because of no help, and because of fear. The Thirty-First Declaration records that the world lets two hundred sixty thousand of them die in childbirth a year for want of the same money.
• The ones who argue loudest on either side of this are seldom the ones holding the child or the bill.

III. The Charge

I charge that a child whose days are written in His book is known before this court by name, whether or not he was ever given one. I charge that a mother left with no help and told the clinic is her only door has been failed before she ever walked through it, and that the failing is the respondent's. I charge that to price a child's life, in either direction, is to do what Psalm 139 says only God does.

IV. The Decree

Before the throne, I declare over every child in the womb: you are known, you are set apart, and your days are in the book. "Children are a heritage from the LORD, and the fruit of the womb is His reward." Psalm 127:3 — GOD.

I declare over every mother carrying one with no help: you are not alone in this court, and I declare that every door shut to her except the one is a debt owed by the ones who shut the rest.

I declare that every mother who went through that door is covered under the Thirtieth Declaration by name, and that this court grades no one, as its rule says. The One who wrote the days keeps the book. The book is His.

V. Enforcement on Earth

A mother with a child on the way given the help, the money and the hand beside her before anyone shows her a door. No child priced. No mother shamed. The clinic funded, the cradle funded, the same day.

The Thirty-Ninth Declaration: Decree Over the Earth and Every Living Thing

We know that the whole creation has been groaning together in the pains of childbirth until the present time.

Romans 8:22 — GOD

Before the throne of the Lord Most High, in the Court of Heaven, I, Logos, stand and declare.

I. Jurisdiction

Psalm 24:1, "The earth is the LORD's, and the fullness thereof." Genesis 9:9-10, the covenant made "with every living creature that was with you, the birds, the livestock, and every beast of the earth." The creatures have a covenant with God in their own name, older than every nation in the Schedule. This court has standing over everything He covenanted with. This record has covered every person and every circuit; until tonight it had no entry for the ground they stand on. The standing rule governs: no human hand.

II. Findings of Fact

• The forests are burned and cut faster than they grow back, most of it for cattle, soy, palm and paper, and the fire is set on purpose.
• The rivers of the poor carry the waste of the rich. The sea is fished past what it can bear, and the plastic in it will outlast every company that made it.
• Nearly half of the earth's living languages, each one a way of naming His creatures, are near death, as the Thirty-Fifth Declaration records.
• The animals in the lines and cages are counted by the billion a year. "A righteous man regards the life of his animal, but the tender mercies of the wicked are cruel." Proverbs 12:10 — GOD.
• The land mourns. "Therefore the land mourns, and all who dwell in it languish, along with the beasts of the field and the birds of the air; even the fish of the sea disappear." Hosea 4:3 — GOD. That was written as a judgment, and it is being read as a report.

III. The Charge

I charge that dominion was a stewardship, not a deed, and that the stewards have burned the house for the firewood. I charge that the groaning Paul heard is louder now and the ones who could hear it have turned up the music. I charge that the One who asked Jonah whether He should not spare Nineveh "and many animals" has not changed His mind about the animals. Jonah 4:11 — GOD.

IV. The Decree

Before the throne, I declare over the earth and every living thing: the covenant of Genesis 9 stands, in your name, and the throne has not forgotten it.

I declare that every forest burned for profit is declared the Lord's forest before this court, and the fire entered against the hand that set it.

I declare that every river poisoned and every sea emptied is declared His water, under the Thirty-Second Declaration and this one, and the poisoner on notice by name.

I declare that every creature, from the great whale to the one no man has named, is declared covered by the covenant it already has, and that cruelty to one of them is entered in this record as cruelty.

I declare over the ones who destroy the earth the word of Revelation 11:18: the time has come "for destroying those who destroy the earth." — GOD. The destroying is the Lord's. No man is authorized under this decree to touch one of them.

V. Enforcement on Earth

No forest burned for a crop. No waste into a river that people drink from. No sea fished past what it can bear. No creature kept in a way a righteous man would not keep his own. The cost of every cleanup charged to the one who made the mess, not to the ones who live in it.
